For the first time since the breakup of the Soviet Union, the flags of
all federal subjects of Russia - Republics, Oblasts, Krais, and more - are
documented in one volume in English. Based on a paper which won the
Captain William Driver Award for scholarly achievement in Vexillology,
this book belongs on every flag-lover's bookshelf. Its 89 articles cover
current and merged federal subjects. Each article provides the
description of the territory's flag, including its proportions, year of
adoption, designer(s), history, and meaning. A locator map places the
territory in Russia, with grayscale illustrations of the flag and arms
in each article. (81 of 83 current subjects have flags - 8 more merged
subjects are covered.) 32 pages of full-color plates illustrate the
flags and arms described in the articles in beautiful detail. All of the
federal subjects are identified in English, Russian, and transliterated
Russian. An extensive analysis of the flags explores their design,
colors, symbolism, and meaning. This book is a special issue of Raven,
the annual scholarly journal of the North American Vexillological
Association (NAVA); it is Volume 16 - 2009. Raven is a peer-reviewed

About the Author --
Anne M. Platoff is the Slavic Studies Librarian at the University of
California, Santa Barbara Library. Having joined the North American
Vexillological Association (NAVA) in 1984, she has twice won the Captain
William Driver Award for the best paper presented at the annual meeting
of NAVA. This book won in 2008 under the title Lions and Babrs and
Bears: Analyzing the Flags of Russia's Federal Subjects. Platoff also
won the award in 1992 for Where No Flag Has Gone Before: Political and
Technical Aspects of Placing a Flag on the Moon, which was later
published by NASA and in Volume 1 of Raven. Her other vexillological presentations and publications have covered topics such
as Soviet children's flags, the use of flags in the U.S. manned space
program, the Pike-Pawnee flag incident, and proposed designs for the
state flag of Kansas. Platoff holds master's degrees in library
science from the University of North Texas and historical studies from
the University of Houston Clear Lake. She also has a graduate
certificate in museum studies from Arizona State University; her
bachelor's degree is in political science and history from Kansas State
University.
